Concrete Futures

Five people debate whether post-war concrete housing estates should be restored or demolished

The conservation architect: Imogen Strachan

Those of us who campaign to save post-war housing estates do our cause no favours when we pretend that their critics simply invented the problems. They did not. Many of these buildings leaked from the day they were finished; the heating systems were often inadequate, the walkways ill-lit and the lifts perpetually broken, and residents who complained were not suffering from a failure of aesthetic imagination. To acknowledge this is not to concede the argument for demolition. It is to insist that we distinguish between faults of design and faults of maintenance, and between flaws that are intrinsic and flaws that can be put right. The evidence that they can be put right is no longer hypothetical. On an estate I worked on in the north of England, we kept the concrete frames, replaced the windows and services, insulated the walls and redesigned the entrances so that each one was overlooked. Five years on, waiting lists for the flats are longer than for the new-build scheme across the road, and the tenants’ association, which once voted for demolition, now runs guided tours. I do not claim that every estate can be rescued in this way, but it is no longer credible to claim that none can.
